The monitor displays what the capture card captures. You need to set proper capture resolution/stream in your software. The monitor resolution is irrelevant.

Yes, screen capture utilities normally capture the entire screen, so the higher the resolution of the display the more data the program has to capture per frame. The higher the display resolution, the slower the frame rate of the capture.

ROF misunderstood your question. He was talking about video capture cards, not screen capture software.
