I have an older Dazzle DVC USB (before it was offered with it's somewhat current video editing software), but I can't say I'm totally impressed with the quality of my encodings, even at the highest bitrate possible.
Are there possible any shareware programs where I can encode to AVI's, or even MPEG2's in a higher resolution than the basic small one that the Dazzle software allows as it's biggest. I'd like to encode it into a bigger resolution, so I could run it through a few filters and crop before encoding it into a more standard (s)VCD.

The Dazzle DVC USB does hardware MPEG1 encoding; that is, the data going to your computer is already in MPEG1 format. There is no way to capture in AVI or MPEG2 format with this device.
However, you CAN get decent MPEG1 vidcaps with this device if you tweak the settings a little bit. I typically use the default VCD template and I turn the "Sharpness" setting all the way up. I've recorded several movies from DVD to VCD format - and I'm quite satisfied with the results on our 27" TV set. It's roughly VHS video-tape quality, but with better (CD quality) sound. -
