    Are there any asf editors out the that allow me to cut out or delete sections of such format?

    Use asfbin instead of steeper. Steeper is based on asfcut, which is an old version of asfbin. asfbin also has a gui like in steeper.
    One problem with asfbin is that it is not possible to cut precisely at a frame you want. Sometimes it can be off by as much as 9 seconds. This is probably because asfbin needs to cut at a KEY frame. The gap between two key frames can vary from less than 1 second to as much as 10 seconds. Most of time it is not a big problem since key frames are normally at scene transitions. You may use -istart switch to force it to start(not end) cutting between two key frames but result is not good. The beginning of resulting clip may look jerky and not have sound.
    To get precise cutting, I guess reencoding is probably needed, at least between the first two and last two key frames of the resulting clip. asfbin can not do reencoding.
