    I want a program that let's me create an AVI from JPEG images and I want to program each image for a set amount of time.

    Jasc Paint Shop Pro has an animation plug in that does what you want.

    I've used it to create slide shows in AVI, then encode with PWI. You can set the FPS, edit the jpeg, and other neat stuff.

    Kinda pricey though.
