I made a mpeg2 video file and it is 1GB. I can't fit it on a svcd disc. How can I make it smaller to fit?

By reencoding it at a lower bitrate.

Split it in half and burn on 2 cds,buy a dvd burner and burn as svcd dvd,encode as proper dvd spec and author and burn as dvd with dvd burner which are very cheap to buy.
I think,therefore i am a hamster.
