Whats the main difference between making the mpg in ntsc film or ntsc (with the Tmpgenc templates). The ntsc will play normaly in standalones ntsc dvds???? or will be black and white like Pal in ntsc players

NTSC is what it sounds like... NTSC. If you live in North America or Japan, use the NTSC setting.
NTSC-FILM is also NTSC but has the framerate at 23.976fps (as opposed to the normal 29.97fps). A VCD compliant player should be able to play an NTSC-FILM VCD normally on an NTSC system.
