Does anyone have any information or links regarding the legal distribution of mp3s? I remember hearing about Napster going legal for a fee, but that kind of fizzled off and I haven't heard anything since.
I want to rebuild my collection again and I have no problems paying for songs, if something even exists.

check the "latest news" section of this forum. TGPO authored a thread a month ago or so giving specifics on what you are looking for. If I remember correctly, Napster was acquired by Roxio, Inc, the company that produces products such as "toast" and Easy CD Creator.
They will be re-introducing Napster, I believe, sometime next year, and there will be a fee to download the MP3s. I suggest you check out that thread and go to the link that is posted there to answer all of your questions. -
