    Can someone tell me a way to convert NTSCFilm Video (23.974fps) to NTSC (29.970fps) with video and audio still in sync? Any way to do it is fine. I have TMPGEnc, VirtualDub, SoundForge, CoolEdit2000, and avifrate. I'm willing to download whatever I need to get a quality conversion. I just need to get the video compatible with other clips I have so that I can put them on one VCD. Thanks.

    Just burn them as is. You can have mixed NTSCfilm and NTSC material on the same VCD. As long as they are separate tracks the disk will still be compliant. The DVD player will convert the ntscfilm material to NTSC as it plays. That is the whole point of NTSCfilm, encode at 23.976fps/play at 29.97fps, thus leaving you with %20 less frames to encode and effectively, a bitrate increase of about %20.
