DV captured 4/3 but I like to cnange in formats 16/9 ?

I am working with video studio 6 .And i now how to put a blank line in the overlays .But one of the Up after is finish i must restart again an put a blank on the bottom but doing that is very long to do it and i think i am losing quality. SOMEBODY NOW A WAY TO DO IT IN ALL THE SAME TIME TO PUT A BLANK LINE ON THE TOP AND ONE ON THE BOTTOM .
