I ripped a movie with dvd decrypter in file mode and the folder is only 4.22 gigs. Since this will fit on a dvd can I just burn the VIDEO_TS folder from here? OR do I still need to run it through DVD2ONE first?

well if its under 4.7 gigs (dvd5). all you do is go to mode iso read then when that done to iso write perfect copy otherwise you will have to run it though dvd2one. to make it smaller to fit on a dvd...
