i got a xvid film with the following settings:
frame size: 512*384 29,970 fps
sampling rate 44100
channels 2 stereo
sample precision 0 bit
virtual dub gives me a message that the bitrate for the sound as a inproper vbr. this may intrude up to 18187 ms skew
what format can/shall i convert it to make an vcd/svcd?
it is 1h 21m 30 sec long

You need to fix the xvid before you do anything, but the VBR wont hurt in TMPGEnc.

but what format is 512*384? ntsc or pal?
if i load this file in tmpenc a svcd is 4gb and a vcd is around 2gb -

Its a non standard widescreen, you should load a VCD template for NTSC
