I captured from some stuff from satellite at 704x480 23.976fps and they're really being a pain in the ass to finish up, ie. one has audio sync problems, another is jittery and I tried swapping fields. I've been using pulldown on them since I capped them at 23.976 fps but now I'm thinking that I shoulda grabbed a brain and grabbed at 29.97 fps. What are some of the other methods people are using and getting good results?

yeah - sounds like a bit of mistake. it's best to capture at standard res and frame rates (ie 720x576x25fps for PAL or equivlent (s)vcd res). To fix your audio sync try using vdub and offsetting the audio a bit.
Anyways dunno if that was much help -
Would capturing at 23.976 fps make the picture jittery almost like the fields are in the wrong order?

You can't capture (well, you sort of can, but don't want to) capture at 23.976. You have to capture at NTDC or PAL frame rates (depending on where you're at). Then and only IF it was originally shot on film, you can IVTC it to 23.976

Thats what I figured, anybody know for fact what the pros and cons are by capturing NTSC at 23.976 fps?

Rig,
NTSC frame rate = 29.97hz period. Any signal downloaded from sattalite, cable, off air, VCR, and camcorder is 29.97hz or your TV couldn't show it. So why not capture at 29.97?
