  1. should this frame rate give me farely good quality on a vcd. And one more question i am converting a divx file to a vcd file write now, and when i go to preview it it is choppy. what i mean is it is not done yet but you can preview it and when i do that it is choppy, is this normal?

    The 23.976 fps framerate is that of NTSC Film. If you encode your VCD as NTSC Film, you shouldn't get problems. There are also ways described on this site to do a framerate conversion to make 23.976 fps into 25 fps PAL.

    The choppiness of the DivX to VCD conversion may be that the DivX file is a lower framerate than what you're trying to convert it to. Right click the divx, hit properties and the details tab. It'll give the framerate. Ypu should make the VCD with the same framerate as the divx (so if its 29.97 fps, make it NTSC, if its 25fps make it PAL and if its 23.97 fps make it NTSC Film.) That should hopefully get rid of the choppiness.
