I capture video at the highest quality bit rates, but I want to fit two hours of the video on a DVD. I use ATI Radeon 7500 to capture at 8.0 Mbps, but would like to use TMPEGC to reduce the file.
Can anyone recommend settings to fit two hours of the highest quality video on a single DVD? Has anyone experimented?

Use a bitrate calculator, there are several in the tools section.
In my opinion, you will get better quality using 2-pass VBR than CBR. -
I think you may have picked the worst way possible to do this but VBR will give you better quality than CBR. Use something like 8000 maximum, minimum can be as low as 0 and the average can be around 4000 depending on the type of audio.
If you're not happy with the quality, next time consider either capturing to a file you don't have to reencode or capture to uncompressed AVI or use Huffy and convert from that.
