I am somewhat confused on the image quality priority setting for cce. I did a search and found some threads on this already but didn't quite answer my questions. From what I have read, the closer to 0 allows more bits for fast action scenes, but less bits for slow scenes, right? Ok my question is what if your using cbr? Where would you set the image quality priority setting at since the bitrate is the same throughout the whole movie. Would you set it to 0? Or will that still cause the mosquito noise on slow scenes, even the the bitrate is constant? I, unlike probably most peope, prefer cbr since my dvds are from dv cam capture and are not long enough to worry about conserving space. So I was wondering if I used cbr, should I just go ahead and use the image quality priority set at 0?

It's not about fast or static scenes.
It's about small details or flat gradients.
Compare a cartoon - that's fine sharp details - and a fade and you will see the (IMHO small) differences (either mosquito or steps in the fade)
e.g. for me even 0 gives too much mosquito in cartoons (SVCD, low bitrate)
