  1. I`ve got a 19.181fps .avi file that i wanna convert to VCD but i need to convert it to NTSC, NTSC film or PAL . Anyone know the best way to convert it?

    i have recently converted a couple of cartoons for my kids that had odd ball framerates of 20fps,that actually turned out very well with no jumpiness. try this: http://www.vcdhelp.com/forum/viewtopic.php?t=119210

  4. I had an AVI with a similar framerate. I just loaded it into TMPGEnc and encoded in NTSC, worked fine.

    i did not convert the framerete,just load it as is. load the template that is closest to matching the framerate.

  6. The fact the movie plays may due to the mpeg decoder in your DVD Player is flexible.

    You can confirm it by playing your VCD with MS Media player and click on the statistics properties. If it say 18 fps, or 20 fps, then TMPGENC did not change the frame rate, the DVD player re-framed/buffer it properly.

    If it is the lastest case, then the explaination will be based on how P-frame, I-frame and dual port synchronus Video FIFO ( First in First out ) buffer work.
