    Craig will probably know this one. Will Ulead DVD Workshop let you do VCD on DVD? I hear that MovieFactory will not.

    Yes it will, just make sure you select the do not reencode checkbox, and you have upsampled the audio to 48KHz

    Moviefactory cannot import mpeg1 video, hence the reason it cannot do VCD-DVD, DVD workshop can import mpeg1 video.
