VCDEasy tells me I should enable "Update Scan Offsets" when using my TMPGenc MPEGs for trying to author an SVCD. I can't seem to find this option anywhere in the program. A little help please...?

No you don't set this opion in TMPGenc you set it in Vcdeasy
(Settings/(S)VCD player...under SVCD check "Update scan data offsets."
I don't recall the exact error msg vcdeasy gives you but if it mentions TMPGenc than it does so because TMPGenc does not add these offsets, hence the reason for enabling it in VCDEasy.
I am not positive but I think this is just referring to the SVCD scan offsets which are supposed to aid in maintaining sync during playback. These offsets are required for SVCD compliance but few dvd players even recognize them and they do add up to 40mbs to your filesize. Still I can attest to the fact that some dvd players absolutely will not correctly play a SVCD without these offsets since my Apex AD600a was like this.
But if your current SVCDS play on your dvd player without the offsets then there is probably no reason to add them. You can turn off the warning in the same section where you enable the offsets. -
From memory, TMPGEnc makes "CVD" style offsets and these, as adam stated, do not work on some players.
Updating the "offsets" on the fly is generally recommended. It is, unnecessary if you remux with bbMPEG, however, as it fixes this problem.
