hey i gotta pretty dumb question here lol
was wondering if my pc's video card has anything to do with how vcd's turn out quality wise on regular dvd player n tv?
like if i had a GOOD video card would the vcd's i burn turn out better then with a regular intergrated vid card?

No.
The VCDs that you burn are purely a function of the quality of your source, the quality of the encoder that you use, the quality of your burner and the disks you use, and the quality of the techniques you use.
You could have the crappiest video card ever and still produce brilliant VCDs for your DVD player.
