I smile when I see so many threads where someone answers but is so far off the wall that they end up stepping all over helpful suggestions. Usually they are so far off topic that it's impossible to redirect them back no matter who or how many times people try. They keep coming back with things that make no sense or may be valid in another context but not on that thread.
I know you probably use a canned app so it may be difficult if not impossible to add new features.
I'm sure you can see me coming but here's my thought:
Would it be possible for the originator of the thread to be able to confidentially indicate 1 or more user ID's that he does not want to receive comments from. If the user tries to respond to the thread then he gets a private msg saying that he is not invited to participate in the discussion on this private thread but is welcome to try others. Since this is on a thread basis its not a ban but more of a private censure. The action remains private but the intent is quite clear to the one who receives the msg.
Maybe the point would finally get across to some to be polite and to not hijack threads.
Moderator IDs of course would be excluded from this block.
