I have to incorporate a series of videos into a site for a client - I am primarily a designer. In a project write-up, regarding the "video encoding", his programmer wrote:
"You have to do frame based indexing at 10 and not time based."
I have been searching and researching but still don't get it. What does this mean? Any good pages or articles I should read - on "indexing" or "non-time based indexing"? Explainations - links - anything will help!

I understand how that ITSS process will associate keywords etc. but any idea on what might be meant by "frame based indexing at 10"?
Would you assume that means applying a general tag - like a marker (rather than keyword) every 10 frames? That would make is searchable almost to the third of a second (at 29.97fps). That seems like overkill to me - I'm still not seeming to "get it".
Any other ideas?
