Some Standalone DVD players have no problems with 23.97 but some do.
29.97 is usually NTSC Universal and seems to work in most players.

    Before attempting conversion....

Do a short test (5 to 10 min of the movie) with the 23.97 on a cdrw. If the sound and video do not skip then all is well.

Most people (if not all) who have problems have to go from 23.97 to 29.97 and not the other way around.

On the other hand those who's DVD player accepts 23.97 may choose this because it saves space or the original movie was filmed at 24 fps.

    My Apex players require 29.97.

PS you can convert the framerate in TMPGENC under "Video" just say it is 29.97 even if the source is 23.97and thats what you will get out. Works for me.
There's not much to do but then I can't do much anyway.
