I have some videos that are in mpg format but not VCD compatible. Id there a software for the MAC to encode videos to VCD?

Quicktime with the Toast MPEG encoder component should make your MPEGs more to Toast's liking ... but if you downloaded your MPEGs from file-sharing services, often those wonderful, wonderful, sweet, sweet people out there sharing files aren't sharing files that have been encoded with GOP standards that make any sense to authoring programs expect compliant MPEG files.
However, there is a solution!
If you use OS X, just use MissingMPEGTools to author these borrowed MPEGs to CDROM/XA tracks that can be burned in Toast without complaint. Your external player might complain, but thats a different thread.
