I want to make a VCD with several short episodes on it so I want to be able to go throught them easily with the use of a menu. I use VCDEasy...do they support menus? If not, what other program can use to make a VCD with menus. Thanks.

VCDeasy supports full VCD menus. They even have a utility to convert images to MPEG stills that are necessary for VCD menus.

I suggest that you have a look and read at the existing guides on how to use VCDEasy +/- VCDImager.
There are guides on this site as well as the VCDEasy site: http://www.vcdeasy.org
If you want to learn how the underlying system all works, then have a look at http://www.vcdimager.org/guides
If you have any specific questions then feel free to ask.
