I have tmpgenc plus and CCE(but i haven't had much luck with cce) I have been searching for a CVD template for a few days now but they seem to be well hidden - anyone know where to get one?

Set tmpgenc template to write enable, and
change the horizontal resolution to 352 ( I think ). -

Load the SVCD template on TMPGEnc, then unlock it and change the resolution from 480 X 576/480 to 352 X 576/480
Now you have CVD -
James, CVD is just a variant of SVCD, except for the horizontal resolution. Instead of 480x480, it uses 352x480 (NTSC). Just use the standard SVCD template in TMPGenc, and adjust the output horizontal reslution from 480 to 352. If your having problems adjusting your settings, select the LOAD button, and look in the EXTRA folder for the UNLOCK template. That will unlock all of the TMPGenc settings. The rest of the settings for CVD, are standard SVCD, and shouldn't need to be changed.

I've been looking into doing CVD also... doesn't it also require the audio to be at 48000?
If I am correct, the point of CVD is to create a DVD compliant MPG 2 file, so when you decide to transfer your entire SVCD collection to DVD, you won't have to re-encode anything.
Can someone confirm? -
The DVD version of CVD is actually out of spec for standard CVD but will play on virtually all DVD players. As well as changing the horizontal resolution from 480 to 352, change the audio sampling from 44.1 to 48k and set the GOP at 15 and close them. 352x480 is a valid DVD resolution (Half D1). If you resample your audio to 48khz, then you've made a DVD MPEG, and not a CVD. That is the only difference between the two standards. It is not necessary to modify the GOP. You only need to change the audio rate to switch between the two standards.
If you intend to put your MPG on a CD-R, use 44.1khz for your audio (CVD). If you intend to put your MPG onto DVD-R, then use 48khz (DVD).

There are limitations on the GOP for DVD, while there are not for CVD/SVCD.
The only modification you have to do is to switch your GOP to IBBPBBPBBPBBPBB if you use PAL. There is no need to close the GOP, that gonna add noise to your file. With this GOP stracture, you are in DVD standards -
I saw a lot of Interlace artifact on "DVD rip to SVCD" movie,
on large projection TV, Will "DVD rip to CVD" movie has less artifact ?
I remember a few CVD that I created from ATI-AIW capture actually look pretty good. -
Chances are the GOP size is fine for DVD. I move between the two formats all the time with no problems. Most encoders default to 15 (ntsc) or 18(pal). Someone would have to manually change their gop settings from the standard to break it. Why confuse them unecessarily?

eh, Yo Dj.... I made the same mistake myself some months ago... It is theopposite: Pal 15 and NTSC 18... That way, no closed Gops are neccessary for PAL
