Please tell me my logic is wrong.
To convert from PAL to NTSC you have to change from 25fps to 30fps (ie 20% increase in frame rate). You can do this 2 ways.
1) Use TMPGenc to insert extra frames to get from 25fps to 30fps. This makes the picture skip and jump.
2) Use Virtual Dub to play the 25fps at 30fps. This makes the picture run faster than it should and the audio sound like a person giving terms at the end of a radio commercial.
Am I wrong or am I right?

3) Use a program that treats the 25 fps interlaced video as 50 fps and the inserts the necessary fields to bring it up to 60. It's much smoother, the more advanced programs will actually blend some frames together to achieve this effect.
4) Slow the 25 down to 23.976 and then use telecine process to add the necessary fields to bring it back up to 29.97 ( THIS CAN ONLY BE USED ON PROGRESSIVE 25fps materal ).
Both of these options can be achieved in AVISynth with a few lines of code. -

Thanks everyone. You pointed me in the right direction. I tried the convertFPS filter in AVIsynth and it did the job I needed.
