OK I am looking for the best capture card of some of your opinions for its price. Something easy to install like a PCI card and works fairly well in capturing DivX, VCD, and SVCD. Sorry, I do not know the first thing about them so that is why I am posting here so I can get a better idea about them before I purchase one. OK well any input at all would be appreciated...

Cory,
You don't mention your capture source - analog or digital. For analog (8mm, VHS etc) you could go as cheap as a TV card and use the video inputs to capture. For digital, look no further than a firewire card - also pretty cheap.
Check out the capture cards section for users comments. It all boils down to how much you are prepared to spend... -
these questions "best ..... <anything>" are rather open ended ... the BEST capture card is going to cost you between 5000$ - 15,000$ (and more if you want to capture realtime mpeg2 or HD-SDI) ..
if that is the route you are planing on going i can help - but if a lesser way is more in line .. give some more info as the writer above sugested ..
