Can anyone direct me to where I can download DVD2VCD?

I looked here on the tools but only saw dvd2svcd... I have that and like it alot. But am in search for a good VCD program too. Seeing how DVD2SVCD is totally awesome, I figured that there has to be a DVD2VCD program as well? I did a search here and see people talking about it but I can not find it. I also did a search on google but only found talks about it?

Can anyone post links to a download and a guide? And is it as good as dvd2svcd? What I mean, is are vcds decent quality?

DVD2SVCD also comes with VCD settings.

Load the VCD-Settings.ini [usually in the directory where you installed DVD2SVCD] file and there you have it a DVD2VCD included with DVD2SVCD.

Don't know if below is the DVD2VCD you were talking about.
