My vcr plays Pal video's, but also ntsc, when I capture video's that were recorded in Pal, there's no problem, but when I tried to capture video's that were recorded in ntsc, the the screen is not good. Even when I try to look in Tv mode, Pal is no problem but when I look to a ntsc video, it don't look nice. Do I need something, to update my programme, I have WinTv and a Haupage card.

That's probably because your vcr is converting the NTSC tape to PAL 60hz that's not supported by any capture cards.
Most PAL vcrs have such a feature but in your case you need a real multi standards or a pure NTSC vcr.
