My AverMedia TV/FM98 supports NTSC, SECAM and PAL (I know this because I have material in all these systems) , I bought it in US about 2 yrs ago for about $60.
This card doesn't have hardware mpeg or divx compression, but you can always do s/w compression.
I think most of TV tuner cards support all systems.
Best place to buy online is www.pricewatch.com -
I am reasonably happy with my ADI All in Wonder 8500 DV
Its tuner is PAL/SECAM/NTSC and it captures in MPEG2 format reasonably well (although the quality is inferior to dedicated capture cards like the Dazzle DVC II I am using). It does capture in MPEGI as well but the quality is really sub-par. Best bet is to capture to MPEG II and re-encode to DIVX or MPEG I.
I do not know of any tuner that captures to DIVX.
