    Which is the best tv tuner card for capturing videos with WinDVR for PAL standards?

    They are basically all the same, with a tuner and a BT8x8 chip on it. Go with WinTV, it is most likely in your local PC store. Check for features like S-video input, stereo audio and FM radio.
