why is it that

when i try to convert a an mpeg to vcd using TMPGEnc whenever i hit start it says file cannot be created

You don't seem to be recording your mpeg's in a standard format. I don't know if it's the bitrate, or what, but try to set all of your recording formats as close to standard as possible.
P.S. Also check your TMPG Encoder version.
