help-flashing/flickering pixels in still photo VCD

A complete newbie here and hoping you can help me out.

I originally posted this in the newbie section, but have not received any replies so I thought I would try it here.

I used Premier 6.0 to make a slide show. I took a bunch of still pictures with a five second delay (all were 640 x 480). There are no transitions or audio.

I first saved the project as a DVAVI format. I then used TMPGen to encode the AVI file into mpeg using the VCD NTSC template. Once this was done I then burned the mpeg using Nero 5.5 to a video CD.

My hope was that by using the TMPGen encoder, I would get better video quality (haven't even began experimenting with audio yet).

Everything plays good in my Sony DVD. The slide show works correctly, but I am seeing various pixels kind of flashing/flickering or at least getting brighter on all the pictures when viewing it on my TV (toshiba 32").

I have tried a number of different programs to create still picture slideshows. All have their ups and downs, and quality has varied greatly. I like the fact that I am not seeing some of the jiggling that I was on other programs, but if I could get rid of this problem I think this combination would give me the best I can hope for.

Does anyone have any suggestions on changing settings either in premier or TMPGen that might help eliminate or reduce this problem?

Some programs convert slideshow to MPG, not ideal. I had best quality, and 720x480 resolution, with VCDEASY and ULEAD DVD PICTURE SHOW.
