Hi, It's me again with another framerate "syndrome". This time it's a NTSC video running at 29,976fps. Video size is 352 x 240
Before I start ******* to much with the wrong settings, I though I could check with you in here first.
Will the video play at all if I convert both the video and audio stream to run at 30fps?
If so, which template should I use?
Anyone care to comment?

The ntsc standard is 29.97fps, not 30fps. Its commonly just round up to that in non-technical discussions. Your framerate is close enough to the ntsc standard and it even could be that your software is misreporting the framerate and it is actually 29.97fps...Windows media player does this alot.
Your mpg might already be vcd compliant, if the fps was just reported incorrectly. Try just burning it as a vcd and see if the program accepts it with no errors. If you need to re-encode it then just load the ntsc vcd template in TMPGenc, NOT the ntscfilm template. -

Im sorry for not mention this in the first time, but the video is NTSC.
I want to have it PAL. I've converted NTSC videos thats running at 23.976fps, up to 25fps PAL before. Now since thats only 1fps diffrence between them, I guess the sound and speed is minimun.
What I did yesterday (with the 29.976fps ntsc video), was to reframe it to 25 both audio and video. That sounded a bit strange when I played it on a sof-player.
(kinda sloooow) I can even understand why that happen since Im going from 29fps to 25fps.
But is it possible to tell TMPGENc to use 30fps, and set the rest of the settings in there to PAL, even if the original video is NTSC?
(The audio is of course resampled to 30fps before the recoding)
