I have been using various versions of the FFMPEG program developed by Major. I have noticed in the last few version that a very helpful line appears in the terminal window regarding the frame rate: "It seems that stream 0.0 is from film source 29.97 -> 23.98." or something like that. I was cenverting a VOB yesterday, when the hint line above said "... 29.97 -> 24.47."
I had never seen such a frame rate before. I converted the VOB at that sample frame rate and the audio and video were not in sync. I re-encoded the VOB twice using 23.97, and 29.98. Each of these was also out of sync. Infact, the audio gets progressively out of sync as the frame rate increases. So I'm left to conclude that the framerate must be something lower than 23.98.
None of this seems standard to me. Has anybody else ever seen anything like this?
