  1. I can make a basic menu for a VCD where you press a number to play but I would like to have an actual menu where I can use the arrow keys and selct buttons on my remote for the DVD player.

One with animated buttons or even little boxes with previews of that section.

What software are people using to make the really cool VCD menus?

    You can forget about that.
The arrow-keys won't work in (S)VCD. There ain't no soft available that can do it for you, unless you're creating DVD.

The 'Select'- or 'OK'- button can be accessed by 'programming' the 'DEFAULT'-item in a PBC-list.
You won't get this via software like Nero or whatever. You actually must create the PBC yourself - you can do this via VCDwizard, which uses VCDimager (that does the actual job in creating the images).

When using soft like VCDwizard, you'll also be able to 'program' the PREV, NEXT and RETURN keys, which are accesible within a menu too.

  3. ack!

You mean I am stuck with the press 1 for such and such, 2 for, etc... on a background of some sort for a VCD?

  4. If you hate the thought consider DVD-R. VCD is an older technology.

An analogy: you want firewire then you can't use Windows 3.11
Panasonic DMR-ES45VS, keep those discs a burnin'
