  1. I am making a few music vcd's and note that some videos have the sound levels recorded very loud or soft.

    two questions
    1 can the sound levels in mpegs be raised or lowered?
    2 can this be used for other file formats?

    yes you can raise or lower the sound levels of mpg files. The easiest way would be to load the mpg in virtual dub (toosl section) and extract a wav file. There are numerous wav editors which can adjust the volume level. From there convert the wav to mp2 in TMPGenc and multiplex it back into your video. As far as other formats, well you could probably convert the audio to wav there too and edit it the same way.

    Another method you might want to look into is using normalizing. If you combined all your mpgs into one file then you could use a normalizer during encoding, or you could run the entire mpg through a normalizer separately. What this does is it takes all the highest volume peaks and lowest volume points and basically takes an average of the two, and adjusts the overall volumes according. Basically it will make all your joined clips roughly the same average volume.
