I am downloading mpeg/avi files from a friend`s PC thru FTP (and vice versa). Both of us have cable modems and relatively high end PCs with 512mb RAM on each PC.Both of us are in USA. Our tranfer speed at the most is 30 Kbps (usually between 15-25Kbps).
With Cable modem, the upload speed should be upto 128Kbps.But we never get more than 30 Kbps,even during nighttime with no other programs open on either computer. We tried several FTP clients/servers.
Where`s the problem?

That happens alot of cable modems. Seldomly you get what they promise you. You could try to see if other client work better for you but its probably your ISP is slow.

I have cable and my isp has me also capped at 128 kbps.
I have uploaded all different times of the day and i always hit 14-15 kb\sec max all the time.
Try resyncing your modem. If that doesnt work, make sure you do not have any spyware installed. Check and make sure nothing is uploading any information from your computer so you have full speed.
If this doesnt help, contact your ISP and complain.
Also, one last thing- I have noticed with my cable modem, if you download and upload at the same time, it will HEAVILY downgrade your speed performance very bad.
I used to have adsl and if i were up dl and up at the same time, it would only knock my down speed by 50 kb off so keep this in mind also. -

I went through a similair problem/question some time ago and here is the basic deal.
Here is what I learned. Most cable uploads are capped at a max of 384kbs. Now when downloading with windows it reports the speed in KBs instead of kbs(I know this can be confusing). So to make a long story short most people with cable access have a maxed upload(sending files to another using p2p connections such as imesh, morpheous, etc) of around 47KBs.
So on a perfect or near perfect connection and if you are the only person the otehr is uploading to the best you will be able to get is about 43KBs(best I have ever uploaded) due to some upload speed needing to be used for overhead if that's what you want to call it.
So if two people are downloading off someone(both have cable modems) they will probably both max out aroudn 20KBs. Obviously the more people that download from them the slower it gets.
I was orginally looking into this becasue it seemed whenever I downloaded off mirc and such from other cable users I never really got over 35KBs and that seemed wierd since I have a 2 1/2 meg download connection. That's when I learned of the slow upload speeds that are capped. This is the reason on my ftp I have a max of two clients at a time, that way if two people are on they still should get at least 20KBs, slow but still tolerable.
Now with that all said, there are program and such out there that can remove this cap(at least they say so). I have never used them because I don't want to risk getting into trouble.

Also a way to determine about what you should be able to upload at to others and such, is to take the upload speed your are told and devide by 8.
For example my upload is capped at 384kbs so my upload speed to others maxs out around 48KBs.
And why kbs and KBs are used puzzles me, to me that just seems like it would cause the type of confusing that's going on.

It's not kbs vs KBs.
Kilobits is expressed as- Kbps
Kilobytes are expressed as - KBs
Kilobits are 8 times mroe than kilobytes so therefore, 1 byte is 8 bits.
1000 KB does NOT equal 1 MB, but 1,024 KB does equal 1 MB.
The numbers are so close, most people just say like 100 MB is .1 GB, close enough but not accurate.
