  2. "Best"?

Just VCD (no SVCD or DVD)?

    Best freeware, or best retail?

If retail, what is your price limit?
As Churchill famously predicted when Chamberlain returned from Munich proclaiming peace in his time: "You were given the choice between war and dishonor. You chose dishonor, and you will have war."

    - really really good program ... its 99$ now but if you search around and check computer stores - see if you can find version 4 - 7 as you can buy those for like 10$ sometimes and version 4 and up are fine ...

if you want free - use GIMP for windows - it acts and looks just like paintshop and is freeware .. http://www.gimp.org/~tml/gimp/win32/
