It seems that no matter what I do my VCD's always end up with at least a handful of stutters, jumps and out of sync sequences.
Is there a simple solution ?
Does it always happen when attempting to turn a PAL into NTSC?
Is 2 pass VBR the only reliable way to avoid it?
Any pointers would be appreciated.

To convert PAL to NTSC you must follow the correct procedure, do not just select the NTSC template and let TmpGenc (or whatever encoder you are using) do the conversion as this causes numerous problems.
For VCD complaince you cannot use 2pass VBR as VCD specs require CBR. If this works in your player then great but other players may be more fussy.
If your jumps/skips are apparently random, try a different brand of media, slower burning speed or CDRW. Check your DVD player in the vcdhelp compatibilty list to see what solutions other users may have found.
Hope this helps
