I have Dell Dimension 450 Mhz, 256 MB RAM, ATI A-I-W 7500 and two hard drives - a 13 Gig and 80 Gig.
I have captured via s-video cable a significant amount of MPG1 video (30 Gigs of Cartoon Network's "June Bugs" from satellite source) using the default PowervcrII "MPEG1 Excellent" setting -
720x480 (Full screen)
3000 bitrate
audio bitrate @ 384

The resulting files play fine in the ATI File Player, audio and video are synchronized throughout.
But, when the file is burned to disc using Nero 5.5's VCD setting, the audio and video are horribly out of sync, with the video playing at what apears to be twice the speed of the audio.

I have read quite a bit in this forum, doom9, and dvd-digest (Nicky's guide for fixing audio synchronization problems) and the problem appears to be "stretched video".
I have read of a couple of different suggestions - re-encoding with TMPGEnc and/or VirtulDub appear to hold the most promise.

Has anyone had success solving a similar issue?
