If someone is banned, whats to stop them re-registering with a different username. I'm sure this happens, and if this is the case does'nt it make banning members a rather futile exercise.

I can ban their ip-address(es)...but if they have a dynamic ip or different internet providers they can easily register again with a new username and email. But don't tell it to them...

They can also use proxies or IP masquerading. But don't tell them that either ...

As a former administrator of a popular message board, I can tell you this: Nothing can stop a banned member from re-registering, save for closing registration all together.
It's not much of a solution for problematic people. You basically have to just keep banning them and hope that they get bored or go away.
