I have a bunch of downloaded south park episodes and I want to burn them on cds but I'm not sure how to get the best quality. Any suggestions?
The same goes for some other cartoon downloads.

Maybe check out the countless number of guides to your left, under Authoring? What do you want to do, make (S)VCD's or just backup the files? Depending on their resolutions and what you want to do with them, there are several choices. VCD, SVCD, DVD... That's what the guides are for.
