Is there something that can do it without reencoding the images, just change the timing on the the lines?
I found SupMover but it can only delay all lines, can't do it for parts of it.

That's possible with Subtitle Edit. Go File --> Import --> Blu-ray (.sup) subtitle file for edit.

First time I tried to Open and it was asking for OCR, Import did it, thanks, exactly what I was looking.
