I have read the list of CDRWs that will or will not burn the 99min CDs
Now here is another question
A: which software should I ust to burn the 99 min CDs
B: which CD Rom will read those? Will all CDRoms read them?

I used nero to burn them with a sony dvd+rw/c-rw drive could never get more than 83 min movie on them. Mine were compusa's brand

A: Nero will record 99-minute discs if you enable the "overburning" option.
Golden Hawk's CDRWin will also record 99-minute discs without any special settings. CDRWin requires a VCD/SVCD image to be created by some other program, like VCDImager.
B: 99-minute discs are easier to play than to record, but you'll still run into incompatibilities. Older Yamaha and HP drives positively reject anything after the 80-minute mark. Many players can go up to 89 minutes, but not past 90. Others will play all 99 minutes.
The only way to know whether it'll play is to try it. I've played 99-minute discs in my Mitsumi CD-ROM drive, and they worked perfectly.
