I initially saw this on Facebook, but see that it is also on the CBS website:

It looks like it's interlaced, but the Facebook version is reported by Mediainfo to be Progressive. I therefore assume the "interlacing" is baked-in.
How could this have been done?
I'm curious. I don't want to make the same mistake, but don't understand how it happened.

"How could this have been done?" - deinterlacing by not deinterlacing, a.k.a. "weave". This method should be used for PsF only.
