Anyone know of a program that will allow me to cover a small section of a video with a back background (to complete hide the video underneath that section only and text on top. I have tmpgenc mastering works 5 but the text feature does not seem to allow the obscuring of the background) thank you

Pretty much every editor will let you overlay a black box. Then you can overlay text onto that. Or load an external image of a black box with text and overlay it onto the video.
