I know you cant make a vcd into better quality, so why use a higher bitrate than you need too.

If I want to convert a vcd into mpeg2 for dvd, what is the lowest bitrate i could get away with.

Before you all start saying, vcd is a dvd standard, I know it is, but it doesn't work on the PS2, it has to be mpeg2, I have tried with several.
