    Can I convert an ripped NTSC DVD file to PAL then burn to a DVD

    Yes, you can. But PAL DVD players can play NTSC discs so there's no need. Unless you're talking about commercial discs with region codes -- you need to make them all region.

    Or if your dvd player can not handle Region 1 (for NTSC) disks then just play on your PC with vlc which ignores Region coding.
