I live in a geographic location that simply defeats the ability to watch/record streaming video. My bandwidth is high enough (20 mbps), but results from ping tests show delays of 300-700ms and router jumps of 15-25 or more to pretty much anywhere a couple of hundred miles from my location. Downloads of files meets or exceeds the rated bandwidth , so it's not a matter of download bandwidth.
If this is the cause of buffering or complete stoppage of viewing streaming video, I wonder if there's a way to buffer the stream and record the broadcast in its entirety for later viewing.

You might want to make sure your provider is not losing packets. This was my problem for ever. Easiest way to tell is, when it is really bad, go to a CMD screen and ping a site with a command such as 'ping -t -f -l 1400 www.google.com' . That will send a packet of 1400 bytes, normally standard MTU and watch the results. If it fails, drop the size down to 512 or even 128. To stop hit CTRL-C.
If you are losing packets, then the timeout is sometimes in SECONDS not Milliseconds so your throughput will really be low. Your bandwidth sounds high enough so I'd suspect router or lost packets, etc.
Most capture programs I know simple add null '00' bytes for lost data and this can cause audio sync problems as well. Best bet is to find out why streaming doesn't work. Monitors like 'NetWorx' (free for single use) https://www.softperfect.com/products/networx/ and DU-Meter (not Free) can also help for a visual image of exactly what is going in and out.
